we love sidewalk chalk. who doesn't? the officer had a bucket of water out today and it's inevitable the sidewalk chalk ends up in the water. we made "paint" with the sidewalk chalk.
just soak the chalk in the water for a few minutes and rub the chalk on the driveway until it's gone. you have a nice, gloopy (no, not an actual word found in the dictionary) mess of "paint".
they painted a stool, my daughter's bike, and pictures. 
this provided about an hour and a half of fun. although we could have left the chalk on the driveway, it was more fun to hose down the driveway and the kids afterwards.
